The Regional Plant Manager is an extremely important position reporting directly to our Operations Manager. The Regional Plant Manager will be responsible for daily operation & maintenance (O&M) activities at one or more of our Central Plants projects. These are electric power and/or thermal energy production facilities owned by NORESCO’s clients and operated by NORESCO.

This position is responsible for supervising NORESCO’s 24/7 on-site plant operators and any required subcontracted maintenance or construction personnel. They will ensure that the facility meets its contractual performance, availability, and customer savings guarantees while remaining in compliance with applicable safety, environmental, and corporate requirements. The Regional Plant Manager will typically work onsite at one or more regional plants depending on assignments, operational or staffing issues, and expected events or activities scheduled for that day.


Key Responsibilities:

  • Overall responsibility for Plant Management and a supporting a collaborative O&M process which leverages NORESCO technical expertise with a wide variety of external engineering, service, vendor, and subcontractor partners.
  • Manage the established O&M processes on assigned plants; contracts, compliance, operating schedules, staffing, training, safety, standard operating procedures, monitoring, inspecting, logging, alarm management, routine service, preventative maintenance, major maintenance, diagnostic testing, regulatory compliance, budgeting, procurement, etc.
  • Serve as NORESCO’s primary point of contact and interface with customer personnel, regulatory agencies, utility representatives, vendors, and contracted services.
  • Oversee, manage, and support NORESCO’s rotating shift operators in daily operation of plant equipment which may include a mixture of; Prime movers (steam or gas turbines, reciprocating engines, etc.), steam generators (HRSGs and Boilers), electrical generators, Hot Water systems, Chilled Water systems, support equipment, ancillary systems, etc.
  • Manage and support plant operations staff by providing job specific training, ongoing performance feedback, coaching, and day to day review of activities. Participate in regular performance evaluations and staffing reviews with the Operations Manager and Director of Central Plants.
  • Support 24/7 coverage of Plant operations, including scheduled after hours coverage for planned outages or emergency responses, to provide management support to shift operators and maintain uninterrupted services for our customers.
  • Review plant operations logs, alarms, and performance data with plant operators on a regular basis to confirm equipment condition and identify potential issues. Perform plant inspections and safety walkthroughs with plant operators during regular operations, daily rounds, changes in equipment line-up, and typical maintenance activities.
  • Support Profit and Loss (P&L) management; generating and maintaining the annual budget; capital expenditure planning; monthly forecasts, accruals, and variance analysis with development of recovery plans as needed to deliver the target revenue and profit; review service agreements/proposals; generate purchase orders; review and approve invoices.
  • Prepare and maintain standardized job plans to document approved procedures for use by plant operators or subcontractors to complete tasks. Review job plans with the Operations Manager and Director of Central Plants to capture best practices and lessons learned.
  • Using a Computer Maintenance Management System (CMMS), generate and review reports for maintenance schedules, completion reports, material history, and forecasts. 
  • Develop schedules and procure parts, tooling, equipment, and materials as necessary to complete planned tasks and maintain or restore spare parts inventories.
  • Lead plant outage planning sessions with all parties involved, actively track and confirm that all required materials, resources, permits, and customer approvals are in place and available prior to outages. Provide regular updates to all parties involved leading up to, during, and after outages to ensure all stakeholders are fully informed.
  • Monitor all warranty programs to ensure the planned and required coverage is maintained by complying with all warranty requirements. Ensure warranty work is claimed in a timely manner and all warranty issues are resolved to minimize out of pocket expenses.
  • Manage all recurring Service Contracts and Long-Term Service Agreements (LTSAs) to maintain uninterrupted coverage and best-value approach. Provide recommendations that balance the level of service coverage with contract costs based on historical analysis.   
  • Assist in troubleshooting and resolving critical equipment issues, either directly or through specialized consultants, to maintain or improve plant performance, efficiency, and availability at the lowest cost for NORESCO and our Customer.
  • Identify key customer interests, needs, and drivers. Review these with the Operations Manager and Director of Central Plants to refine strategies, improve operations, and increase revenue.

REQUIRED QUALIFICATIONS

  • Bachelor’s degree OR 8+ years of experience in each of the three categories below as well as an applicable (Mechanical or Electrical) associate’s degree (or Advanced Technical degree), or equivalent Military training (ie: Navy Nuclear).
  • 5+ years of Commercial, Industrial, or Maritime Operation and Maintenance experience.
  • 5+ years of Electrical Power, Steam, and/or Thermal Energy production experience.
  • 5+ years of experience with Engines, Turbines, Generators, Boilers, or Chillers.
  • 2+ years of experience with and prior training on OSHA Safety standards and compliance, ability to obtain OSHA 30 certification within the first 90 days of employment.
  • Ability to travel to and work at multiple project locations within several hours of each other.
  • Ability to obtain a Federal Security Clearance for work at Government facilities.

PREFERRED QUALIFICATIONS

  • Bachelor’s degree in Mechanical or Electrical Engineering highly preferred
  • High level communication, leadership, technical, and project management skills.
  • Strong sense of ownership and understands the importance of; maintaining uninterrupted Plant operations within a safe working environment, quality control, project schedules, resolving issues in a timely manner, and consistently meeting deadlines and commitments.
  • Graduate degree in engineering or business administration
  • Strong interest in engaging operators, customers, and partners to grow relationships.
  • Advanced knowledge of one or more facets of engineering or Central Plants operations; design principles, technologies, equipment maintenance, troubleshooting, energy optimization, utility rates, energy costs, applicable codes, design guides, and standards.
  • Desire to build and maintain respectful and inclusive working relationships with individual plant operators on multiple rotating shifts to foster an environment of cooperation and productivity that supports 24/7 plant operation.
  • Robust combination of business acumen, risk management, and strategic thinking skills.
  • Keen attention to detail and ability to identify errors, concerns, or ambiguities in standard work documents, operational procedures, or maintenance practices.

Pay Range:

$90,263 - $157,959 Annually
